My guess for the whole jaguars good/tigers bad thing is that they (the tigers) were traitors to Aslan and the Witch did have the line "all traitors belong to me."

Or it's much more simpler than that. The Siberian tigers liked it cold and wintery (therefore being on the Witch's side) while the hot, savanna creatures liked summer *shrug*.
